I would like to focus my remarks on the issue of credit cards. As we know, the use of credit cards has become an integral part of how many Canadians handle their personal finances. Indeed the Canadian credit card market is one of the most competitive in the world, with more than 600 card offerings. Bill C-4 Hon. Jim Karygiannis (Parliamentary Secretary to the Minister of Transport, Lib.): Mr. Speaker, I am pleased to rise today to present the House with Bill C-3, an act to amend the Canada Shipping Act, the Canada Shipping Act, 2001, the Canada National Marine Conservation Areas Act and the Oceans Act. Bill C-17 Contraventions Act and the Controlled Drugs and Substances Act Hon. Jim Karygiannis (Parliamentary Secretary to the Minister of Transport, Lib.): Mr. Speaker, I want to add my personal thoughts on this very important issue. We have to look at the proposed legislation as well as what we are individually facing in our ridings. Although the existing legislation states that it is a criminal offence to have any marijuana and to grow any plants, it provides for a maximum of seven years for as many plants as one might grow. So if people grow 3, 10, 20, 50, or 100 plants, they would get a maximum of seven years. 37th Parliament Speech on Health Care Hon. Jim Karygiannis (Parliamentary Secretary to the Minister of Transport, Lib.): Mr. Speaker, I am happy to speak in the House today on health care because it is an issue that is important to so many Canadians. I have a great respect for our health care system and I am amazed at the commitment that our health care providers have shown, especially during such events as the SARS outbreak that affected our country, particularly the riding of Scarborough—Agincourt which was the epicentre.
